كَلَّآ إِنَّ كِتَـٰبَ ٱلْفُجَّارِ لَفِى سِجِّينٍ
But no! The wicked are certainly bound for Sijjîn ˹in the depths of Hell˺—
Compare 83:7 and 83:19

وَمَآ أَدْرَىٰكَ مَا عِلِّيُّونَ
and what will make you realize what ’Illiyûn is?—
Both use the parallel rhetorical question 'wa ma adraka ma...' — 83:7-8 asks about Sijjin (record of the wicked) and 83:18-19 asks about 'Illiyyun (record of the righteous).
