فَلَا صَدَّقَ وَلَا صَلَّىٰ
This denier neither believed nor prayed,
Compare 75:31 and 75:32

وَلَـٰكِن كَذَّبَ وَتَوَلَّىٰ
but persisted in denial and turned away,
75:31 'fa la saddaqa wa la salla' and 75:32 'wa lakin kadhdhaba wa tawalla' are a consecutive antithetical pair in Al-Qiyamah whose parallel structure makes the verse boundary easy to misplace.
