هُوَ ٱلَّذِىٓ أَرْسَلَ رَسُولَهُۥ بِٱلْهُدَىٰ وَدِينِ ٱلْحَقِّ لِيُظْهِرَهُۥ عَلَى ٱلدِّينِ كُلِّهِۦ ۚ وَكَفَىٰ بِٱللَّهِ شَهِيدًا

He is the One Who has sent His Messenger with ˹right˺ guidance and the religion of truth, making it prevail over all others. And sufficient is Allah as a Witness.

9:33 · At-Tawba · Juz 10

هُوَ ٱلَّذِىٓ أَرْسَلَ رَسُولَهُۥ بِٱلْهُدَىٰ وَدِينِ ٱلْحَقِّ لِيُظْهِرَهُۥ عَلَى ٱلدِّينِ كُلِّهِۦ وَلَوْ كَرِهَ ٱلْمُشْرِكُونَ

He is the One Who has sent His Messenger with ˹true˺ guidance and the religion of truth, making it prevail over all others, even to the dismay of the polytheists.

Both open with the Prophet's mission to make truth prevail over all religion; 9:33 (also 61:9) ends 'even if the polytheists dislike it,' while 48:28 ends 'and sufficient is Allah as witness' -- same mission, different closing.
